Mwanafunzi Aliyefia Gesti Alikuwa ni Muathirika


Msichana huyo aliyetajwa kwa jina la Amina Ramadhani anayekadiriwa kuwa na umri kati ya miaka 25 na 30 , alikutwa juzi usiku akiwa amekufa katika chumba cha nyumba ya kulala wageni ijulikanayo kwa jina la Mkomboni Bar & Guest House, iliyopo Mtaa wa Mkunguni Kata ya Hananasifu jijini Dar es Salaam.

Msichana huyo alikutwa na Kitambulisho cha Ubungo High School, kinachomuonyesha kuwa amemaliza elimu ya Sekondari katika shule hiyo mwaka 1997, pia alikutwa na Cheti kinachomuonyesha kuwa ni muathirika wa Ugonjwa wa Ukimwi aliyekuwa akitumia dawa za kurefusha maisha.

Akizungumza na Nifahamishe.com mhudumu wa Gesti hiyo, Lydia Paul, alisema kuwa alimpokea msichana huyo juzi majira ya saa kumi jioni akiwa ameongozana na mwanaume na kufika eneo la baa na kuagiza soda.

“Baada ya muda msichana yule aliingia ndani na kutoa noti ya Sh. 10,000, ili apatiwe chumba, na baada ya kumaliza taratibu za kulipia na kuandika jina lake pekee alirudi nje na kumchukua mwanaume huyo na wakaingia chumba hicho namba sita pamoja", alisema Lydia.

Kwa kipindi hicho chote hatukuweza kusikia kelele hadi jioni walipotoka na kuingia bafuni kwa ajili ya kuoga na kurejea tena ndani. Ilipofika mida ya saa moja jioni, yule jamaa alitoka na kutuaga kuwa anakwenda kumnunulia chakula mwenzake.

"Alipoondoka nilikuwa nikitoka nje na ndipo nikaona mlango wa chumba hicho ukiwa wazi nikajaribu kumuita yule binti ili aurudishie mlango, lakini akawa kimya na nilipojaribu kugonga bado akawa kimya ndipo nikaingia ili kumuamsha nikijua amepitiwa na usingizi, lakini baada ya kuingia nikamkuta akiwa amejifunika gubi gubi na kanga huku mikono yake ikiwa nje"

"Kila nilipojaribu kumuamsha hakuweza kuitika, nikawaita wenzangu tukaanza kumpepea baada ya kumfunua na kumuona kuwa hatingishiki tukijua amezimia, na ndipo tukaamua kwenda kutoa taarifa katika kituo kidogo cha polisi cha Mkunguni hadi saa nne usiku askari walifika na kumpekuwa na kuchukuwa mwili huo” alisimulia Lydia.

Nao baadhi ya mashuhuda ambao hawakupenda kutaja majina yao, walisema kuwa siku tatu zilizopita katika gesti hiyo hiyo, walimuona mdada mmoja akitoka mbio ndani huku akipiga makelele.

“Siku kama tatu zilizopita tulimuona mwanadada akitoka mbio humo ndani huku akipiga kelele na akiwa na nguo zake mkononi, na majuzi pia tulipata stori kuwa jamaa huyo huyo aliyeingia na marehemu, aliingia na mdada mwingine lakini walipoondoka katika chumba chao zilikutwa damu zilizokuwa zimetapakaa” alisimuliwa mmoja wa mashuhuda.

Naye Kamanda wa Polisi Mkoa wa Kinondoni, Charles Kenyela, alithibitisha kutokea kwa tukio hilo na kufika eneo la tukio juzi usiku na kumkuta marehemu.

Aidha alisema kuwa baada ya kumpekuwa marehemu huyo walimkuta na kitambulisho cha Ubungo High School kinachoonyesha kuwa alianza kidato cha kwanza katika shule hiyo, 1996 na kumaliza 99, pamoja na cheti cha kuchukulia dawa za kurefusha maisha katika kituo cha Hospitali ya Sinza.

“Katika cheti hicho kilichokuwa na namba 002061, kilionyesha tarehe ya mwisho kuchukua dawa katika kituo hicho ilikuwa ni Januari 26 mwaka huu na alitakiwa kurudi kuchukuwa tena dawa hizo Februari 24 mwaka huu", alisema kamanda Kenyela.

Na pia alikutwa pembeni yake kukiwa na mipira miwili ya kiume na mmoja ukiwa umetumika” alisema Kenyela

Hata hivyo gesti hiyo inaonekana kugubikwa na wimbi la aina hiyo kwa kuwa tangu ilipoanzisha kutoa huduma mpaka sasa tayari wasichana watatu wameshafia ndani ya gesti hiyo.

Swedish man paid salary of two kronor

 
When salesman Rickard Dunker opened his payslip he got something of a shock. For one month's work he had been paid a total of three kronor. After tax had been deducted, his monthly income was reduced to a grand total of two kronor.
Dunker's job as a salesman for Easycare, selling First Aid products, had begun well. He threw himself into the job and travelled around Dalarna, northern Sweden, in his own car, visiting potential customers.

During the month he clocked up over 3000 kilometres (1850 miles) and paid out over 10000 kronor ($1555) in petrol. He claims he sold over 20,000 kronor's worth of products for the company. For all this work, he was rewarded with a paltry two kronor, after tax.

"I couldn't imagine that such a thing was possible," he told a reporter at the newspaper Dala-Demokraten.

According to his ex-employers, he travelled too far and made too few sales. Something which they claim is quite clear in his contract. Lars Andersson, head of Easycare in Borlänge thinks he is a bad salesman.

"It's a tough branch. If he thinks he's been cheated we should take it up in court. There's nothing wrong with the contract which he agreed to and signed." Andersson told a reporter at Dala-Demokraten

Dunker is no longer working for the company and wants to warn others to go through their contracts with a fine toothcomb.

He has not commented as to what he plans to spend his two kronor wages on.

Mabomu ya JWTZ yalipuka tena

WAKATI kumbukumbu ya milipuko ya mabomu katika kambi ya JWTZ ya Gongo la Mboto ikiwa bado hazijafutika katika fikra za wakazi wa jiji la Dar es Salaam, mabomu mengine ya jeshi yamelipuka katika kambi ya Kizumbi mkoani Shinyanga.Lakini tofauti na milipuko ya GongolaMboto, yaliyosababisha vifo vya zaidi ya watu 20, na wengine 400 kujeruhiwa, milipuko ya Kizumbi, hayakuleta madhara yoyote.

Milipuko ya Gongo la Mboto iliyotokea usiku wa Februari 16 mwaka huu, pia imesababisha mamia ya wananchi, kukosa mahali pa kuishi baada ya nyumba zao, kuharibiwa.

Habari za awali zilisema mabomu ya Kizumbi, yalilipuliwa kwa makusudi kwa lengo la kuyateketeza baada ya kuthibitika kuwa muda wake, umepita.

Ingawa mabomu hayo hayakuleta athari, yamesababisha taharuki kubwa, kama iliyowakuta wananchi wa Gongo la Mboto ambao wengi wao walikimbia na kwenda katika maeneo wasiyoyajua, ili kusalimisha maisha yao.

Habari zilisema kulipuliwa kwa mabomu katika kambi ya Kizumbi, kulianza Ijumaa iliyopita na kwamba milipuko hiyo, imesababisha hofu kubwa miongoni mwa wananchi.

Habari zilizolifikia gazeti hili jana, zilisema hofu hiyo imewakumba zaidi  wakazi wa mji wa Shinyanga.

Kwa mujibu wa habari hizo, ulipuaji wa mabomu katika kambi hiyo iliyoko nje kidogo ya mji huo, jana uliingia katika siku yake ya tatu.

Mmoja wa wananchi mwenye makazi yake karibu na kambi hiyo, Masumbuko Masunga (36), alisema milipuko hiyo imesababisha watu wengi kukimbia makazi yao.


Alisema hatua hiyo imetokana na hofu ya kupoteza maisha kama ilivyowahi kutokea kwa wakazi wa Mbagala na Gongo la Mboto jijini Dar es Salaam.

Kamanda wa Polisi Mkoa wa Shinyanga, Diwani Athumani, alithibitisha kutokea kwa  milipuko hiyo, lakini aliwataka wananchi, wasiwe  na wasiwasi kwa sababu mabomu hayo yanalipuliwa wanajeshi wenyewe.

Kamanda Diwani alisema kabla ya kuanza kwa kazi ya kulipua mabomu hayo, JWTZ ilitoa taarifa kwa Kamati ya Ulinzi na Usalama ya Mkoa wa Shinyanga na wa watu wa vijiji vyote vinavyozunguka kambi.

Kwa mujibu wa kamanda huyu, kazi ya kuteketeza mabomu hayo, inatarajiwa kukamilika leo.

Hata hivyo Mkuu wa Kitengo cha Mawasiliano cha JWTZ, Luteni Kanali Kapambala Mgawe, aliliambia gazeti hili jana kuwa hana taarifa kuhusu ulipuaji wa mabomu hayo.

Alisema "nilisikia taarifa hiyo tangu jana (juzi) lakini, hazikuwa rasmi na baadaye nikajua kuwa hazikuwa na ukweli wowote," alisema Mgawe.

"Sisi tunafanya kazi saa 24, taarifa hizo nimezisikia tangu jana sidhani kama zina ukweli wowote. Mabomu ya Gongo la Mboto nilipata taarifa baada ya dakika 10 tu tangu mabomu yaanze kulipuka, lakini hayo unayonieleza sijapata taarifa yoyote. Labda mabomu hayo yawe yanalipuka sasa hivi," alisisitiza.

Ofisa huyo wa JWTZ alisema hajapata taarifa zozote kuhusu kulipuka kwa mabomu.
"Sidhani  kama kuna kitu kama hicho, ngoja tuangalie, haiwezekani tukio kama hilo litokee msemaji wa jeshi nisiwe na taarifa," alisisitiza.

Kamanda Diwani alisema tangu kuanza kwa kazi ya kuyateketeza mabomu hayo, hakuna taarifa yoyote inayohusu athari au madhara kwa wananchi na mali zao.

DOSARI zimeanza kujitokeza katika tathmini ya mali iliyoharibiwa kwa milipuko ya mabomu iliyotokea kambi ya JWTZ Gongo la Mboto, baada ya wathamini kukataa kutambua mali zilizoteketea kabisa.

Habari zilisema wathamini hao wanataka waonyeshwe mabaki ya mali zilizosalia na si kuelezwa kuhusu mali zilizotekea kabisa, jambo ambalo limezua mtafaruku baina yao na waathirika.

Msimamo huo, juzi ulisababisha kuzuka kwa vurugu zilizoambatana na kutupiana maneno kati ya wananchi na kikundi wathamini wanaoendesha shughuli hiyo.

Kauli hiyo iliibua hasira za wakazi ambao walianza kurushiana naye maneno huku wakisema huo  ni usanii waliokuwa wakiutegemea kutoka katika serikalini.

Mkazi wa Gongo la Mboto aliyejitambulisha kwa jina moja la Agnes alisema hawana imani kabisa kuhusu mpango wa kuthamini mali kwa sababu haki haitendeki."Tulijua watatusaidia lakini kumbe wanatumia lugha chafu kwetu kama vile wanaongea na maadui zao,"alisema.

Violet Sambiwa alisema lugha ya matusi inayotumiwa na wathamini hao si nzuri na kwamba wanapaswa kuwasikiliza waathirika na kutekeleza haja zao.

Gazeti hili lilipotaka kuzungumza na mmoja wa wathamani hao, aligoma na kusisitiza kuwa asingependa kupigwa picha."Nyie mnaojiita waandishi hebu nipatieni vitambulisho vyenu ndio muanze kupiga picha hapa la sivyo mwondoke,"alisema.

Serikali yashauriwa kurejesha mafunzo ya JKT
SERIKALI imeshauriwa kurejesha sheria ya lazima ya mafunzo ya Jeshi la Kujenga Taifa (JKT) ili kuwasaidia wananchi kupata mbinu za kujihami na majanga.

Ushauri huo ulitolewa jana na Mwenyekiti wa Kamati ya Maafa ya Radio Sauti ya Qurani, Shamim Khan.

SIX KILLED IN ATTEMPT COUP-CONGO D.R.C

 (Reuters) - Six people were killed in the Democratic Republic of Congo on Sunday in what authorities said was a failed coup attempt on the presidential palace in the capital Kinshasa.
"We have witnessed a coup attempt," Information Minister Lambert Mende said.
"A group of heavily armed people attacked the presidential palace. They were stopped at the first roadblock. Our soldiers fought with them, arrested some of them and six people were killed."
Mende said the situation was under control and authorities were trying to identify the suspects. No further details on the casualties were immediately available.
Separately, a presidential source said President Joseph Kabila was not in the palace when the attack happened but that he had now returned there and was safe.
Kabila came to power when his father was assassinated in 2001. He faces presidential and parliamentary elections in November this year, the second such polls since the official end of the 1998-2003 war.
In a controversial January 15 move, parliament backed proposals by Kabila to reduce the presidential vote to a single round -- scrapping the possibility of a run-off between the two leading candidates if neither has an absolute majority.
The change means the winner can claim the presidency with less than 50 percent popular support and is seen boosting Kabila's chances of victory because of the fragmented state of the opposition.

D’Angelo, whose real name is Michael Archer, was arrested Saturday (March 6) after he allegedly offered an undercover policewoman $40 for oral sex. According to the New York Post, D’Angelo was driving in his Range at about 2:30 a.m. when he saw a woman he believed to be a prostitute. After asking the woman for sex, he was arrested and charged with solicitation. The singer is also said to have had $12,000 in cash stashed in his vehicle at the time of the arrest. D’Angelo has been plagued by legal troubles since his 2002 arrest for allegedly resisting arrest. Since then the singer has been arrested repeatedly for charges ranging from possession of marijuana to DUI. In 2007, he received suspended jail sentences after pleading guilty to charges of driving under the influence and driving with a suspended license. A Virginia judge revoked his license for 13 and a half months and fined him $1,250, with additional penalties suspended. He also was injured in a car accident in 2005. Obama announces Libya sanctions


US President Barack Obama signed an executive order blocking property and transactions related to the country.
Transactions involving assets of Muammar Gaddafi and some close associates were blocked.
Libya's UN envoy deserted him in dramatic scenes in New York.
On Friday, an anti-government demonstration in the Libyan capital Tripoli came under heavy gunfire. Around 1,000 protesters are thought to have been killed by troops attempting to quell the insurrection.
"The Libyan government's continued violation of human rights, brutalization of its people, and outrageous threats have rightly drawn the strong and broad condemnation of the international community," said Mr Obama in a statement late on Friday.
"These sanctions therefore target the Gaddafi government, while protecting the assets that belong to the people of Libya."

Witnesses reported the latest deaths and injuries as militiamen and government troops confronted protesters as they emerged from mosques following Friday prayers and started demonstrating in several areas of the city.

At the same time, Libyan state TV showed Colonel Gaddafi speaking from the Tripoli's old city ramparts, urging the crowd to arm themselves and defend the nation and its oil against the anti-Gaddafi elements who have taken control of large parts of the country.
"We shall destroy any aggression with popular will," he said. "With the armed people, when necessary we will open the weapons depots. So that all the Libyan people, all the Libyan tribes can be armed. Libya will become a red flame, a burning coal."

Taarifa ya Serikali imeeleza kwamba marehemu wote 24 walitambuliwa na Serikali kugharamia mazishi yao kama ilivyoahidi. Baadhi ya marehemu walisafirishwa kwenda kuzikwa makwao katika Mikoa ya Kagera, Mara, Tanga, Kilimanjaro, Pwani, Lindi, Mbeya, Mtwara na Dar es Salaam.

Hata hivyo maiti moja ya kichanga cha miezi minane mpaka sasa haijathibitika kuwa kifo chake kilitokana na milipuko ya mabomu, kutokana na taarifa zake za awali kutopatikana katika orodha ya majeruhi waliopokelewa katika dispensari ya Kitunda, Hospitali ya Amana na Hospitali ya Taifa ya Muhimbili.

Taarifa ya awali kutoka chumba cha kuhifadhia maiti cha Hospital ya Muhimbili ilimworodhesha Bwana Abdallah Magadi kuwa ni miongoni mwa marehemu wa milipuko hiyo, wakati yeyé ndiye aliyepeleka mwili wa marehemu Itato Madafu ambaye kifo chake kilitokana na ajali ya gari tarehe 29/1/2011 maeneo ya Chalinze Wilaya ya Bagamoyo.

Katika milipuko hiyo ya mabomu zaidi ya watu 512 walijeruhiwa, ambapo Hospitali ya Amana iliwapokea majeruhi 256, Temeke 139, Muhimbili 87, na Zahanati ya Chanika 30.
Katika tukio hilo hadi sasa nyumba 75 zimethibitika kubomolewa, nyumba hizo zilikuwa na kaya 115 zenye watu 539.

Aidha, hadi taarifa hii inaandaliwa jumla ya watoto 140 hawajulikani mahali walipo na hivyo Serikali inatoa wito kwa wananchi pindi wawaonapo watoto ambao wanasadikiwa kupotea kufuatia tukio ya milipuko hiyo kutoa taarifa katika vituo vya Polisi, Ofisi za Serikali za Mitaa na katika vyombo vya habari ili kurahisisha utambuzi wao.
Hadi hivi sasa Serikali kupitia Ofisi ya Waziri Mkuu imetoa fedha taslim shs.

500,000,000/= kwa ajili ya kulipia huduma za awali zikiwemo gharama za mazishi, rambirambi na kununua vyakula kwa ajili ya waathirika. Pamoja na fedha hizo ofisi hiyo imetoa vifaa vifuatavyo mahema (101), magodoro (538), vyombo vya kupikia makasha (80), seti ya vifaa vya usafi wa mwili (100) Blanketi za wakubwa (400) na Blanketi za watoto (200).

Wakati huo huo Ofisi ya Mkuu wa Mkoa wa Dar es Salaam inayoratibu shughuli za maafa ya milipuko ya mabomu ya Gongo la Mboto imepokea misaada mbalimbali fedha na vifaa ikiwemo magodoro, blanketi, shuka, mito, vyandarua, nguo mchanganyiko sabuni, dawa mbalimbali, vyakula kwa ajili ya kuvigawa kwa waathirika.

Serikali kwa namna ya pekee inatoa shukrani za dhati kwa wale wote waliotoa misaada ya hali na mali kusaidia waathirika wa janga hili.

Aidha, Serikali inawahakikishia kuwa kazi ya ukusanyaji mabomu inaendelea na inawaomba wananchi kutoa taarifa pindi wayaonapo katika maeneo yao.

Gaddafi says Bin Laden to blame

Libyan leader Col Muammar Gaddafi has appeared on television blaming Osama Bin Laden and his followers for the protests wracking his country.
In a phone call from the town of al-Zawiya played live on TV, Col Gaddafi said young people were being duped with drugs and alcohol to take part in "destruction and sabotage".
Col Gaddafi is battling to shore up control of Tripoli and western areas.
Protesters have been consolidating gains in cities in the east.

YOUR MOBILE PHONE WITH"ICE" (In Case of Emergency) NUMBER


 
We all carry our mobile phones with names & numbers stored in its memory but nobody, other than ourselves, knows which of these numbers belong to our closest family or friends..
If we were to be involved in an accident or were taken ill, the people attending us would have our mobile phone but wouldn't know who to call. Yes, there are hundreds of numbers stored but which one is the contact person in case of an emergency? Hence this "ICE" (In Case of Emergency) Campaign...
The concept of "ICE" is catching on quickly. It is a method of contact during emergency situations. As cell phones are carried by the the majority of the population, all you need to do is store the number of a contact person or persons who should be contacted during emergency under the name "ICE" ( In Case Of Emergency).
The idea was thought up by a paramedic who found that when he went to the scenes of accidents, there were always mobile phones with patients, but they didn't know which number to call. He therefore thought that it would be a good idea if there was a nationally recognized name for this purpose. In an emergency situation, Emergency Service personnel and hospital Staff would be able to quickly contact the right person by simply dialing the number you have stored as "ICE."
For more than one contact name simply enter ICE1, ICE2 and ICE3 etc.. A great idea that will make a difference!
Let's spread the concept of ICE by storing an ICE number in our mobile phones today!

Col Muammar Gaddafi's regime is under pressure amid unprecedented protests in the Libyan capital and defections by senior diplomats.
Security forces fired live ammunition and tear gas on protesters in the streets of Tripoli late on Sunday.
Benghazi, the country's second city, now appears to be largely under the control of protesters.
But Col Gaddafi's son, Saif al-Islam, has warned that civil war could ignite.
In a lengthy TV address, he offered political reforms but also vowed that the regime would "fight to the last bullet" against "seditious elements".
He acknowledged, though, that the eastern cities of Benghazi and al-Bayda had fallen to the opposition.
Justice Minister Mustapha Abdul Jalil has become the latest senior official to resign. He said he was leaving his post because of the "excessive use of violence", privately owned Quryna newspaper reported on Monday afternoon.
'Massacre'
On Monday, reports from Tripoli suggested the streets were mainly quiet, with government forces still patrolling Green Square after crushing protests in what witnesses called a "massacre".
The situation in Libya is becoming increasingly confused and chaotic. There are several reports that Col Gaddafi has now left Tripoli, possibly for his hometown of Sirt or his desert base of Sabha.
In Tripoli itself, elements of the security forces are still on the streets, though the violence seems to be increasingly random.
During the night, there were more brutal attacks on demonstrators who had gathered, after rumours spread that Col Gaddafi had fled the country.
Hour by hour, there are reports of more defections. Almost all major tribal leaders seem to have joined the opposition, as well as important religious leaders and several senior Libyan ambassadors.
The east of the country is already almost entirely out of the hands of the government. Col Gaddafi's hold on power is becoming weaker by the hour.
It followed a night of violence between supporters of Col Gaddafi and anti-government protesters.
Gunfire was heard into the early hours of the morning and firefighters struggled to contain a fire at a central government building, the People's Hall, which was earlier set ablaze.
In addition to the justice minister, several top government officials have quit over the violent crackdown.
Libya's envoy to the Arab League, Abdel Moneim al-Honi, announced he was "joining the revolution" and its ambassador to India, Ali al-Essawi, told the BBC he was also resigning.
Mohamed Bayou, who until a month ago was chief spokesman for the Libyan government, said the leadership was wrong to threaten violence against its opponents.
Mr Bayou, in a statement quoted by the Reuters news agency, called on Saif al-Islam to acknowledge the opposition and open dialogue with them.
In another blow to Col Gaddafi's rule, two tribes - including Libya's largest tribe, the Warfla - have backed the protesters.
More violence ahead?
The BBC's Jon Leyne, in neighbouring Egypt, says it is beginning to look like a matter of time before Col Gaddafi's rule finally collapses.
However, Libyans are worried about how much more violence lies in store in the days ahead, he adds.
Human Rights Watch says at least 233 people have died since last Thursday, though in his speech, Saif al-Islam insisted reports of the death toll had been exaggerated.
The US, UK and French governments are among those that have condemned the harsh treatment of protesters.
But Italy, the former colonial power in Libya, has close business links to Tripoli and voiced alarm at the prospect of the Gaddafi government collapse.
"Would you imagine to have an Islamic Arab Emirate at the borders of Europe? This would be a very serious threat," said Foreign Minister Franco Frattini.
However, the head of the Arab League, Amr Moussa, described the protesters' demands as legitimate, calling it a "decisive moment in history" for Arab nations.
Oil price jumps
Reports from several cities suggest the country is in turmoil:
  • In Az-Zawiya, 40km (25 miles) west of Tripoli, witnesses say the police have fled, government buildings have been burnt down and the city is in chaos.
  • Unconfirmed reports from the port city of Darnah say protesters are holding more than 300 workers hostage - many of them Bangladeshis.
  • Several hundred Libyans stormed a South Korean-run construction site west of Tripoli, injuring at least four workers.
  • In Benghazi, reports say 11 solders were killed by their commanding officers for refusing to fire on protesters.
The violence has helped to push up oil prices to their highest levels since the global financial crisis of 2008.
At one point, Brent crude - one of the main benchmarks on world oil markets - reached $105 (£65) a barrel.
International firms including BP, one of the world's biggest oil companies, are preparing to pull their staff out of Libya.

NEW TERROR THREAT FOR SWEDEN

An English-language online publication with links to the al-Qaeda terrorist network has paid tribute to the suicide bomber who attacked in Stockholm in December while calling for new acts of terrorism in Sweden in indirect terms.

According to terrorism expert Magnus Ranstorp, it is a sign that Sweden has become more attractive to terrorists. The tribute to Taimour Abdulwahab is a sign that Sweden has become a more viable country to focus on, Ranstorp believes.

"Preferably, the extremists want to strike against Denmark, but the Danish security police are much more offensive and harder to target and penetrate. It's the Madrid effect. Sweden is the soft underbelly" he told The Local on Thursday.

Abdulwahab appears a number of times in the over 60-page publication, which also includes basic information on how to produce an explosion and what the parts of an assault rifle are called.

"We are following this closely. It is a threat on an inspiration level," Malena Rembe of the Swedish Security Service (Säkerhetspolisen, Säpo) told newspaper Svenska Dagbladet (SvD) on Thursday in reference to Inspire's tribute to Taimour Abdulwahab in its latest issue.

Säpo added that it could be "an impetus for individuals who have already crossed the line between word and deed."

"That he lived a comfortable life and had a wife and children did not stop Taimour Abdulwahab from responding to the call to jihad (holy war)," Inspire wrote, adding, "He carried out a martyr operation in Stockholm, Sweden, which damaged the entire EU."

"We need more like him," read one caption.

Revenge for the caricatures depicting the Prophet Muhammad drawn by controversial Swedish artist Lars Vilks and published by Örebrö newspaper Nerikes Allehanda in 2007 has become the common denominator of violent Islamic extremism in Sweden, SvD wrote on Thursday.

"It is time that the Swedish government rethinks its position against Islam and Muslims before the Mujahideen strike again," warned the magazine, according to SvD.

"The Swedes seem to have set out to show its dislike of Muslims and are eager to join the league of nations that are hostile to Islam and Muslims. This operation can serve as a reminder to the Swedish government and people to reconsider their position before their list of crimes against us are too long and it is too late," the magazine continued, SvD reported.

Following Abdulwahab's attack, three Swedish citizens were arrested late last year after a plot to attack journalists at Copenhagen's Jyllands-Posten, which also published the images, was uncovered by authorities.

It is not unexpected that the magazine would use Abdulwahab as an example, Ranstorp said. It was also not the first time that Sweden has cropped up in Inspire, which has previously referenced Vilks and Nerikes Allehanda's editor-in-editor Ulf Johansson.

To be mentioned in this context is never good, Ranstorp added.

"It is an important magazine with direct links to al-Qaeda in the Arabian Peninsula. Whatever pops up in the newspaper is serious," he said.

Practical information on how to construct explosives at home in a mother's kitchen are interspersed with more comprehensive interviews with leading ideologues and strategists.

The magazine's tagline states that it is a "periodical magazine issued by the al-Qaeda Organisation in the Arabian Peninsula" and has been described targeting "aspiring jihadists in the US or UK" by the Brookings Institute.

The purpose, as the title suggests, is to inspire and its target audience are those who are curious in the West.

According to Ranstorp, the web editor is an American in his mid-20s who understands American culture and packaging and disappeared from the US earlier this year or one and a half years ago, fleeing to Yemen.

"The main focus is the US, but also Europeans, Australians and others who speak English. The Germans have had a lot of citizens go to Pakistan after they started producing a lot material in German," said Ranstorp.

"It gives directives and can provide individuals with a extremist bent a push onto the path. Young people think this is cool, it is the ultimate form of rebellion against Western society," he added.

The material is well packaged, easily accessible and accordingly attractive.

"One should not be fooled because it is flashy. It is serious and in terms of marketing, is ingenious," said Ranstorp.

According to Ranstorp, the message is somewhat contradictory. Although the magazine provides advice on how to communicate securely on the internet and travel to conflict zones, it also warns against visiting jihadi training areas in order not to attract the attention of the FBI.

"There is both danger and an opportunity [for anti-terrorist agencies] since they can also track who is reading these sites and see what are these individuals thinking about, but there is no question that this is a serious threat for Sweden," said Ranstorp.

He added that although the publication is available online, its web presence is elusive due to the threat of being shut down. Meanwhile, other jihadist websites have suspected that the magazine may be a hoax, citing its low quality.

At least 20 people have been killed in explosions after an accident at an army base in Tanzania's commercial capital, Dar es Salaam, officials say.
  


Many houses in Majohe, the residential suburb by Gongola Mboto military base, have been burnt to ashes.
A shopkeeper in Majohe told the BBC the explosions began at 2000 local time. He said he immediately took his family to stay with other relatives and returned later in the evening as he feared there may be looting. But by the time he got back there was nothing to save as both his shop and house had been destroyed.
Smoke still hangs over the area and residents are continuing to flee because they say they did not trust the authorities' assurances that further blasts will not occur. Military inspection teams can be seen driving around the streets looking for discarded arms.
In order to stop the panic overnight, the police sent out a text message urging people to remain calm. On Thursday morning, mobile phone subscribers received another message advising those who had lost relatives while fleeing to congregate at the National Stadium near the city centre to find them.
Panic
Debris was hurled across the city and army chief of staff Gen Abdurahman Shimbo said 20 people had died, most of them residents in neighbouring areas. Earlier he had said 32 people had died.
Prime Minister Mizengo Pinda said the explosions had started in one arms depot before spreading to others in the camp.
Army spokesman Lt Col Kapambala Mgawe told AP news agency that the explosions were accidental.
Residents were encouraged to stay inside their homes and away from windows after the blasts.
By Thursday morning, 23 munitions depots had been destroyed, along with some residential houses and a secondary school.
Correspondents say the explosions caused panic among city residents overnight because there was no clear information about what was happening at first.
"My neighbour's house was struck by debris from a rocket-propelled grenade. Luckily, no-one was injured because we were told to evacuate our homes," resident Hassan Kondo told Reuters news agency.
Mr Pinda told the National Assembly that at least 4,000 people were sheltering at the National Stadium, and warned the death toll could increase.

"We are asking the residents around that area, if they see or come across a bomb not to touch it but inform us," Gen Shimbo told the BBC.
He said it was yet not known what exactly had triggered the blasts, but the incident came as a surprise as the warehouses had been inspected three days ago and all had been well.
The BBC's Ben Mwang'onda in Dar es Salaam says the police are urging people to stop fleeing from the area.
Police say rumours that there will be further explosions are being spread by potential looters, he reports.
The British Foreign Office said police had set up an evacuation centre accepting those within a 10km (six miles) radius of the explosion site.
Officials say more than 100 people have been wounded in the explosions and President Jakaya Kikwete has visited survivors at Amana hospital in Dar es Salaam.
