Sweden braces for week of heavy snow

Sweden is bracing for a white week as meteorologists predict heavy snowfall throughout the country and have issued a nationwide class 1 warning.

 There may be large quantities of snow," explained Lisa Frost of the Swedish Meteorological and Hydrological Institute, SMHI, to the Aftonbladet newspaper.

"As it's the first snow and it's quite early in the season, we're issuing the warning - especially as some people haven't changed to their winter tyres yet."

A class 1 warning is the least serious on SMHI's three-level scale, and indicates "certain risks for society" which can cause "disruption to some important societal functions".

The snowfall is expected to be heavy in certain parts of central Sweden and by Monday night will likely move on towards the north.

Throughout Monday, the Dalarna and Värmland counties have been slammed by a lengthy snow storm, which has left ten centimetres of snow. SMHI forecast a further 10 centimetres before Tuesday.

Meanwhile, the Swedish Transport Administration (Trafikverket) is already fighting the blizzards.

“The snow that has fallen has made the roads slippery,” Fredrik Glennemo of the agency told the Expressen newspaper.

“But we have people out there plowing. So far, we haven’t had any accidents.”
Southern Sweden is set to escape the snowfall for a little while longer with temperatures hovering just above zero

The season’s lowest temperature was recorded on Sunday night with Nattavaara in far northern Sweden hitting -22.1 degrees Celsius.


Kova kuanza kusaka mtandao wa vipeperushi

 
POLISI nchini wamepanga kusambaratisha mtandao unaodhamini na kuchapisha vipeperushi vinavyohamasisha kufanyika kwa maandamano, kutaka kutolewa kwa Katibu wa Taasisi za Kiislamu, Sheikh Ponda  Issa Ponda na wenzake.
Hatua hiyo imekuja baada ya waumini hao kupanga kufanya maandamano  Novemba Mosi, ambayo yatahamasisha mahakama hiyo kutoa dhamana kwa kiongozi wa taasisi hiyo na wenzake.
Kamanda wa Polisi Kanda Maalumu, Suleiman Kova alisema wataanza kufanya msako wa wote wanaohamasisha, wanaochapisha na wanaotoa vipeperushi ili kuwakamata.
“Tunafuatilia wadhamini na wachapishaji wa vipeperushi kwani ni chanzo cha uchochezi na upotevu wa amani nchini,” alisema Kova.
Kova alisema maandamano hayo ambayo yamepangwa na waumini hao yanatishia amani , wananchi watashindwa kwenda kazini na kurudisha nyuma maendeleo ya nchi.
“Hatuna mazungumzo tena kwa suala lolote litakalotishia uvunjifu wa amani hasa kwa yeyote atakayefanya maandamano bila kibali, hatutangalia anatoka dini gani au chama gani hivyo polisi itafanya kazi yake na kuwachukulia hatua kali,” alisema Kova na kuongeza:
“Kisheria kumtishia mtu siyo lazima utumie bomu, bali unaweza ukatumia kauli au vipeperushi kama hivyo vya maandamano.”
Alisema wazazi watakaoruhusu watoto wa shule kufanya maandamano watachukuliwa hatua za kisheria na kufikishwa mahakamani, ikiwezekana  kufungwa mwaka mmoja jela.
“Nimesikia wanataka kuwahusisha watoto wasiende shule, ili wafanye maandamano ambayo yanazuiwa na sheria ya mtoto kutofanya maandamano,” alisema Kova na kuongeza:
“Sisi tutahakikisha sheria inachukua mkondo wake, kama kuna mtu amefikishwa mahakamani kuna taratibu zake za kupata dhamana, siyo kufanya maandamano haramu.”
Pia, aliwaomba wananchi wasishiriki maandamano hayo kwani yataleta madhara makubwa kwa familia zao kwa wale watakaokamatwa.
“Hii inajidhihirisha pale utakapotembelea familia za wale waliokamatwa katika maandamano yaliyopita, watoto wanashindwa hata kwenda shule kutokana na kukamatwa kwa wazazi wao na wanakosa nauli na chakula,” alisema Kamanda Kova.

Sweden to get 50,000 asylum seekers in 2013

Over 50,000 asylum seekers are expected to come to Sweden next year, according to the latest prognosis from the Swedish Migration Board (Migrationsverket), pushing the country’s capacity past its limits.
 
sweden’s capacity for asylum seekers will be stretched with the predicted influx of 54,000 asylum seekers, a figure that hasn’t been so high since the Balkan war in the beginning of the 1990s, which brought 84,000 people.

“This is a very strained situation,” said Migration Minister Tobias Billström to the TT news agency.

Since September this year, 1,250 asylum seekers have arrived in Sweden each week, far more than the Migration Board’s capacity of between 500 and 700.

This means that some asylum seekers are forced to wait while the agency concentrates on prioritizing the cases most likely to be approved, such as single children, refugees from Syria, and families with children.

“The main focus is to find time to take in and register applicants and above all find lodging that meets the need for those coming,” Billström said.

The situation in Syria has resulted in an extremely fast growing number of Syrian refugees arriving in Sweden in a short time.

In the prognosis published in July, the Syrians were the third most populous asylum group. In just two months, it had become the biggest. In September alone, 1,326 Syrian asylum seekers came to Sweden.

Meanwhile, the Migration Board director general Anders Danielsson explained that the influx of asylum seekers means a focus on the housing issue in Sweden.

“That’s the next question. Our mission is to take in people, evaluate their right to asylum, and if they are approved, the next step is the so-called 'establishing'. At that point, the case is more or less handed over from the Migration Board to the employment agency and the municipalities,” he told TT.

Dar waanza kutumia usafiri wa treni


 
Abiria  kutoka  Ubungo Maziwa kuelekea katikati ya Jiji la Dar es Salaam,  wakitumia usafiri wa treni ya Kampuni ya Reli Tanzania( TRL), jana asubuhi,  baada ya kuanza rasmi kwa safari kati ya maeneo hayo ili kupunguza adha ya usafiri kwa wakazi wa jiji. Picha na Emmanuel Herman  

USAFIRI wa treni katika Mkoa wa Dar es Salaam umeanza rasmi jana ukitoa huduma hiyo kwa wakazi wake kuanzia Pugu Mwakanga hadi Kurasini na Ubungo Maziwa hadi Stesheni.
Huduma hiyo ambayo itakuwa ikipatikana kila siku asubuhi na jioni, inatolewa na Shirika la Reli Tanzania (TRL) na Mamlaka ya Reli ya Tanzania na Zambia (Tazara).Usafiri huo ulianza saa 12.00 asubuhi kwa ile ya TRL ikitokea Ubungo Maziwa na kuwasili Posta saa 12.30. Abiria wa Pugu Mwakanga walisafiri katika treni ya Tazara saa 12.30 asubuhi na kufika Kurasini saa 1.00.
Katika uzinduzi huo, Waziri wa Uchukuzi, Dk Harrison Mwakyembe alipanda treni za mashirika hayo yote mawili.Baada ya kuwasili Stesheni, treni hiyo ya TRL ilianza tena safari ya kuelekea Ubungo Maziwa saa 2:45 na iliwasili saa 3:10.
Hata hivyo, katika safari hizo za asubuhi, idadi ya abiria haikuwa kubwa ikielezwa kuwa ni kutokana na wengi wao kutokuwa na taarifa za kutosha za kuanza kwake na jinsi inavyopatikana huduma hiyo.
Katika baadhi ya maeneo, wananchi hata wale waliokuwa katika vituo vya mabasi, walionekana kushangaa na kuulizana.
TRL itatoa huduma hiyo ya usafiri wa reli kwa kutumia treni mbili zenye mabehewa sita yenye uwezo wa kuchukua abiria 80 wakiwa wameketi kila moja hivyo kuwa na uwezo wa kubeba abiria 480 kwa safari moja jambo ambalo linatarajiwa kupunguza msongamano wa abiria na magari  asubuhi na jioni.
Kwa upande wa Tazara, huduma hiyo itatolewa na treni moja yenye mabehewa sita ambayo ni kutoka Pugu Mwakanga kuelekea Kurasini Shimo la Udongo.
Akizungumza jana, Dk Mwakyembe alisema treni hizo zitafanya kazi kuanzia Jumatatu hadi Jumamosi na kupumzika Jumapili ili kufanya matengenezo.
Kwa wasafiri wa kutoka Ubungo Maziwa mpaka Stesheni, kutakuwa na vituo vinane ambavyo ni Ubungo, Mabibo, Mwananchi, Matumbi, Buguruni Kwa Mnyamani, Tazara, Kituo cha Polisi Ilala, Kamata hadi Stesheni.
Kwa abiria wa Tazara, usafiri huo utaanzia Pugu Mwakanga na kusimama katika vituo vya Pugu, Lumo, Kigilagila, Kwa Alimboa, Kitunda, Moshi Bar, Kipunguni na Magnus Sekondari.Nauli kwa usafiri huo ni Sh400 kwa watu wazima na watoto na wanafunzi ambao watakuwa na behewa lao maalumu watalipa Sh100.
Kutokana na hali ya hewa katika Mkoa wa Dar es Salaam, mabehewa ya treni hizo yamefungwa pangaboi na redio.
Dk Mwakyembe alisema Serikali imetumia Sh2.36 bilioni kwa ajili ya kufufua njia za treni na mabehewa yake kiasi ambacho alisema ni kidogo ikilinganishwa na gharama za kukodi.
Akitoa mchanganuo wa fedha hizo, Waziri Mwakyembe alisema Sh2.1 bilioni zilitumika kwa ajili ya kufufua mabehewa 14 na Sh2.6 milioni kwa ajili ya kufanyia marekebisho njia yake.Alisema hatua hiyo imeokoa fedha za Serikali kwani kama ingeamua kukodi, ingeweza kutumia hadi Sh3 milioni kwa siku kwa kichwa kimoja.
“Nitahakikisha treni hii inafanya kazi katika kipindi chote nitakachokaa madarakani, nitasimamia kwa umakini.”
Changamoto zilizojitokeza
Licha ya treni hizo kuanza kazi, bado kazi ya matengenezo hasa ya vituo vya kupandishia abiria na vibanda vya tiketi havijakamilika kwani kilichoonekana kukaribia kuanza kutumika ni kimoja tu cha Ubungo.Aidha, eneo la kupishana treni za TRL Buguruni nalo lilikuwa halijakamilika na kutokana na hali hiyo, treni moja ilishindwa kufanya kazi jana.Pia ahadi ya Dk Mwakyembe ya maegesho ya magari katika eneo la Ubungo Maziwa haijatekelezwa kwani hadi jana hapakuwa na eneo lolote lililokuwa limetengwa kwa ajili hiyo. Waziri huyo alikuwa ameahidi kuwapo kwa eneo kubwa la maegesho kwa wakazi wenye usafiri ambao wangependa kutumia treni kuingia katikati ya jiji.
Abiria waduwaaAbiria wengi hawakuwa na taarifa za kutosha kuhusu kuanza kwa usafiri huo jana kiasi kwamba wengi wao walionekana wakipigwa butwaa kila treni hizo zilipopita.
“Hatujui kama treni imeanza safari leo, hii inatokana na kutosikiliza vyombo vya habari, jambo ambalo limesababisha wengi tung’ang’anie kwenye vituo vya daladala,” alisema Juma Omary (40) Mkazi wa Mabibo.
Aliitaka Serikali kuendelea kutoa elimu kwa wananchi juu ya kuanzishwa kwa usafiri huo ili waweze kuutumia kwa ajili ya shughuli zao.
Mkazi mwingine wa Dar es Salaam, Amina Jafari (43), alipongeza hatua ya Serikali kuanzisha usafiri huo akisema utapunguza msongamano wa abiria kwenye vituo vya mabasi na barabarani.
Aliitaka kuzingatia ahadi yake ya kutenga maeneo maalumu ya maegesho ili wananchi wengi zaidi watumie usafiri huo kuingia na kutoka katikati ya jiji badala ya magari binafsi.

"Super-storm" Sandy has swept into the US East Coast with hurricane-force winds, bringing severe flooding, cutting power and claiming 13 lives.
Sandy caused a record surge of seawater in New York City, flooding subway and road tunnels and plunging much of Lower Manhattan into darkness.
An estimated 50 million people could be affected, with up to one million ordered to evacuate homes.
At least five million people across several states are without electricity.
The full extent of the damage may not be known until daybreak.
Over the past week Sandy has killed dozens of people as it carved a path of destruction through the Caribbean.
Public transport has been halted in several eastern US cities, and thousands of flights have been grounded.

A record storm surge of 13.7ft (4.15m) swept into Lower Manhattan, flooding seven major subway tunnels.
"The New York City subway system is 108 years old, but it has never faced a disaster as devastating as what we experienced last night," city transport director Joseph Lhota said early Tuesday.
"Lower Manhattan is being covered by seawater," Howard Glaser, director of operations for the New York state government, was quoted as saying. "I am not exaggerating. Seawater is rushing into the Battery Tunnel."
Battery Tunnel links Manhattan with Long Island.
The city's Consolidated Edison utility provider said some 500,000 homes in Manhattan were without power.
There were reports of an explosion at a Con Edison power station on the east side of Manhattan.
Vice president John Miksad said it was caused by flooding or flying debris, and he added it could take a week to restore power completely.
New York Mayor Michael Bloomberg said the storm surge was higher than the highest forecast, but he expected the waters to start receding from midnight local time.

In addition to the US deaths, a Canadian woman was reported killed by flying debris in Toronto.
Forecasters have said Sandy could linger over as many as 12 states for 24-36 hours.
President Obama declared emergencies in Massachusetts, Connecticut, Rhode Island, New York, New Jersey and Pennsylvania.
In Washington DC, federal government offices are closed until Wednesday.
Public transport was suspended in the US capital, New York, Baltimore, Philadelphia and Boston.
Amtrak has suspended passenger train services across the north-east, while nearly 14,000 flights were cancelled, according to Flightaware.com.
Up to 3ft (91cm) of snow is expected to fall on the Appalachian mountains in West Virginia, Virginia and Kentucky.
The disaster estimating firm Eqecat has forecast that Sandy could cause economic losses to the US of between $10bn and $20bn (£6.2bn-£12.4bn).

USAFIRI wa kutumia treni jijini Dar es Salaam kutokea eneo la Ubungo Maziwa kuelekea katikati ya Jiji la Dar es Salaam (Stesheni ya Treni) umeanza leo. Treni ya kwanza imeondoka Ubungo majira ya saa 12:00 asubuhi kuelekea katikati ya jiji, ambapo kwa mujibu wa maofisa wa Shirika la Reli Tanzania (TRC) imetumia wastani wa dakika 30 kufika katikati ya jiji. 
Treni ilioanza kazi leo iliyokuwa na injini mbili (vichwa vya traini) moja ikiwa imefungwa nyuma na nyingine mbele huku ikiwa na mabehewa sita, yaani matano ya abiria wa kawaida (watu wazima) na moja likiwa ni maalumu kwa ajili ya kubeba wanafunzi. Abiria mmoja ni sh. 400 kwa tripu huku wanafunzi wakitakiwa kulipa sh. 100 kwa kila mmoja. 
Waziri wa Uchukuzi, Dk Harrison Mwakyembe ndiye aliyezindua usafiri wa leo ambao ni wamajaribio, akiwa pamoja na viongozi waandamizi kutoka TRC, Mamlaka ya Usafiri wa Nchi Kavu na Majini (SUMATRA), TAZARA pamoja na Polisi Kitengo cha Reli. 
Treni hiyo pia imezinduliwa pamoja na treni ya TAZARA ambayo itafanya kazi kama ya Ubungo, lakini yenyewe ikianzia eneo la TAZARA kuelekea Mwakanga. Akizungumza mara baada ya ufunguzi huo Waziri Mwakyembe alisema atahakikisha treni hiyo inaendelea kufanya kazi ili kuwasaidia kiusafiri wananchi wa Dar es Salaam ambao wamekuwa wakisumbuliwa na kero ya usafiri hasa kwa foleni, ambapo utumia muda mrefu njiani kuingia na kutoka jijini. 
Alisema jumla ya mabehewa ya treni 14 pamoja na injini mbili zimekarabatiwa na mafundi wazalendo nchini, ambayo ndiyo yatakayokuwa yakifanya kazi ya kusafirisha abiria kuingia na kutoka jijini kila asubuhi na jioni. Alisema kwa sasa inafanya treni moja kwa majaribio lakini baada ya uzinduzi mkubwa zitafanya kazi treni mbili, na zitakuwa zikipishana njiani moja ikirudi na nyingine ikienda. 
Akifafanua zaidi alisema kitendo cha mafundi wazalendo kufanya ukarabati kwa mabehewa na injini kimeokoa kiasi kikubwa cha fedha za umma kwani ukarabati wote umetumia sh. bilioni 2.1 tu, ilhali kama Serikali ingelazimika kukodi injini gharama ingekuwa kubwa zaidi kwani bei ya kukodi injini moja ya treni ni sh. milioni moja kwa siku. 
Hata hivyoDk. Mwakyembe amewataka Watanzania hasa abiria kuwa wavumilivu kwa upungufu utakaojitokeza kwa safari za mwanzo kwani bado wanaendelea kufanya marekebisho kadhaa, lakini baada ya muda mambo yatakaa sawa. 
Mwandishi wa habari hizi alikuwa ni mmoja wa wasafiri walioizindua treni hiyo leo. Awali akizungumza mmoja wa viongozi waandamizi wa TRC, alisema treni hiyo itafanya kazi kila siku isipokuwa kwa siku za jumapili na siku kuu na itaanzia saa 12:00 asubuhi hadi saa sita mchana na kupumzika hadi saa 9:00 za jioni, itakapoendelea tena na safari zake hadi majira ya saa nne usiku. 
Uchunguzi uliofanywa na muandishi wa habari hizi umebaini kuwa behewa moja la treni linauwezo wa kuchukua abiria 66 wakiwa wamekaa, lina milango minne, feni, taa, muziki/redio, pamoja na mikanda maalumu ya kujishikia kwa abiria ambao watakuwa wamesimama. Aidha mabehewa yote yana madirisha ya kutosha kuingiza na kutoa hewa ya kutosha. 
Treni ilioanza kazi leo, ikitokea Ubungo ilikuwa ikisimama vituo vya eneo la Mwananchi (relini), Tabata Relini, Buguruni Miamani, Tazara, Kariakoo Gerezani (Kamata), na mwisho Kituo Kikuu cha Treni kilichopo jirani na Kituo cha Polisi Kati (Katikati ya Jiji).

Hurricane Sandy closes in on US East Coast

US implements hurricane shutdown
Hurricane Sandy is closing in on highly populated areas of the US east coast threatening storm surges and devastating flooding.
In New York City, thousands of people have been ordered to leave their homes and evacuation shelters have been set up in 76 schools.
Public transport has been halted and the New York Stock Exchange closed.
Forecasters fear Sandy will become a super-storm when it collides with cold weather fronts from the west and north.
Sandy has already killed 60 people after sweeping through the Caribbean in the past week.
Campaigning for the US presidential election has also been disrupted, eight days ahead of election day.
At 05:00 EDT (09:00 GMT), Sandy was churning about 385 miles (615km) south-east of New York City, the National Hurricane Center (NHC) said.
Worryingly, forecasters said its maximum sustained winds had increased to 85mph (140km/h) from 75mph recorded hours earlier.
The vast hurricane, about 520 miles (835km) across, is moving slowly north and could linger over as many as 12 states for 24-36 hours, bringing up to 25cm of rain, 60cm of snow, extreme storm surges and power cuts.
The eye of the storm is expected to barrel across the coast of mid-Atlantic states by Monday night, the NHC said.
As it will hit the US East Coast just before Halloween, it is being dubbed a "Frankenstorm".
With emergencies declared in several east-coast states, many workers were staying at home on Monday.
New York City's subway, bus and train services were suspended from Sunday evening, and schools are shut.
Taxi driver Peter Franklin told the BBC that the city was "shut down".
"I feel like I am living in a science fiction movie," he said.
Hundreds of thousands of people from Maryland to Connecticut were ordered to leave low-lying coastal areas.
They included about 375,000 in lower Manhattan and other areas of New York City and another 30,000 in Atlantic City, New Jersey.

President Barack Obama declared emergencies in Massachusetts, Connecticut, Rhode Island, New York, New Jersey and Pennsylvania.
Visiting the Federal Emergency Management Agency (Fema) in Washington on Sunday, he vowed the government would "respond big and respond fast" after Sandy had passed.
"My message to the governors as well as to the mayors is anything they need, we will be there, and we will cut through red tape," he said.
Authorities warned that high tides triggered by a full moon could create storm surges of up 11ft (3m), sending seawater surging through parts of lower Manhattan.
The United Nations headquarters in New York also shut down.
New York City Mayor Michael Bloomberg described it as "a serious and dangerous storm."
Addressing those who had been advised to leave, he said: "If you don't evacuate, you are not only endangering your life, you are also endangering the lives of the first responders who are going in to rescue you."
New Jersey Governor Chris Christie echoed his words, saying: "Don't be stupid. Get out."
Amtrak has suspended passenger train services across the north-east and air travel has been badly hit, with some 6,800 flights cancelled.
The Statue of Liberty was reopened on Sunday after a year of renovation, but only a group of army cadets got a tour before it was shut again until at least Wednesday.
Some 200 National Guardsmen will patrol Manhattan and 300 more will be deployed in Long Island.

 Clocks turn back to welcome winter

Summer time comes to an official close on Saturday night as Swedes turn the clocks back and welcome in the darker days of the winter months.
Turning the clocks back an hour on Sunday morning, from 3am to 2am, is a return to what is considered to be normal time after the interlude of summer.

Summer time was introduced in Sweden in 1980 to fall in line with most other European countries.

 Icy roads after season's first snow hits Stockholm
The first snow of the season started falling over Stockholm on Thursday evening, causing icy roads, snarling traffic and prompting warnings from forecasters of more to come
“The accidents started around 9pm and by now we’ve had some 24 in the county,” said Mats Brännlund of the Stockholm police to daily Dagens Nyheter (DN) late on Thursday evening.

Most of Thursday’s accidents were limited to damaged vehicles, although there were some passengers that required medical attention, largely complaining of neck pain. According to police, there were no life-threatening injuries reported.

By Friday morning the number of reported accidents had risen to 28, according to news agency TT, but no one else had been injured.

“Yes, we have had a few cars go off the road – of course it is the weather,” said Sven-Erik Ohlsson of the local police to daily Svenska Dagbladet (SvD).

Shortly before midnight two buses collided on the slippery E4 motorway, but no one was reportedly injured.

According to meteorologists, the situation had got worse as the snow started melting, making roads even more treacherous.

After a cold night, most of Stockholm saw sub-zero temperatures on Friday morning. Some snow had continued to fall over the area over night.

Many parts of the country saw snow over the course of Thursday evening, and even in Sweden’s most southern county, Skåne, snow and chilled rain fell overnight.

The Swedish Meteorological and Hydrological institute, SMHI, has warned of slippery roads in most of southern Sweden and the Stockholm area on Friday morning.

Forecasters also predict harsh winds and snow in the mountain areas and say that the cold spell will continue to grip the whole country into the weekend.
